Who will be determined a risk? Who will make the decision to put a person on a database or not? We have all said things one time or another out of anger but would never act on it. Now imagine sharing that with a doctor and it gets you on a list! This is a very dangerous slope we are especially when you have a government classifying half the population as the enemy because they object to its policies.
