Because that is a quote from <a href=\"https:\/\/www.scribd.com\/doc\/7566901\/PDD51\">PDD 51<\/a><br \/>\n\u00e2\u20ac\u0153(b) &#8220;Catastrophic Emergency&#8221; means any incident, regardless of location, that results in<br \/>\nextraordinary levels of mass casualties, damage, or disruption severely affecting the U.S.<br \/>\npopulation, infrastructure, environment, economy, or government functions;\u00e2\u20ac\u009d<\/p>\n<p>Surely you remember this Executive Order when the <a href=\"http:\/\/www.dailykos.com\/story\/2007\/05\/12\/333793\/-Presidential-Directive-51-Blueprint-for-Dictatorship\">libs were going bananas<\/a> that Bush would take control over the nation, overriding Congress and SCOTUS! The Feds locked Boston down \u00e2\u20ac\u0153for their safety\u00e2\u20ac\u009d telling people to stay in their homes and then conducting house to house searches!!
