Obama went on to tell Stewart Congress passed a &#8220;crummy law&#8221; cutting funding off to the IRS going on to say the \u201creal scandal around the IRS right now is that it has been so poorly funded that they can&#8217;t go after these folks who are deliberately avoiding tax payments.\u201d<\/p>\n<p>Being 6.5 years into his reign of terror obama has shifted his language to blame Congress more often instead of Bush.
