This senile, miserable, decrepit, vile, evil old kook has a habit of abusing Constitutional powers under Article 1 Section 6 Clause 1 when speaking on the Senate floor. By abusing this power he knows he is free from any prosecution for slandering, insulting and attacking fellow members of Congress and American citizens (ie Koch bros to Trump).
