Everything the emperor will do as a result of the sequester is on purpose. He wants cuts to certain entitlement programs, realease illegals and prisoners to create chaos in the US. The emperor needs turmoil, chaos a crisis because it enables him to wave his magic pen and demonize the republicant party.
His actions very well may be impeachable, but good luck finding one Congressman/woman with the guts to start the process.
