This admin is in complete chaos now. No one seems to be on the same page from the imperial emperor, Sec Kerry to Hagel & Dempsey. Ground troops are needed to destroy ISIS who those troops will be is the million dollar question since no one in the regime has a clue. Ideally to make sure the airstrikes hit the targets you want US troops, but Americans are tired of war. Iraqi troops would be the next logical solution but they have proven they cannot be trusted. Kurds have the will to fight but need to be trained and don’t really see them chasing ISIS all over Iraq and Syria.
So we got nothing as far as solid help on the ground, which proves there is no strategy. We would have if the boy king would have left a contingency force of US troops in place. Instead he left the equipment in the hands of the Iraqi army who dropped everything and ran when IS showed up. Make no mistake about it kids obama created this mess, inherited or not this is all on him.
