Rush got a good chuckle out of this and he is right. Obama is so incompetent he cannot do anything right since the day he took office. Everything he touches goes to hell even this stupid law which is designed to cause chaos down the road to justify getting single payer blew up in their faces NOW! You know what it reminds me of, the penny-pinching scam from Office Space! It was supposed to take fractions of cents over a long period of time and deposit the money into an account so that no one would notice the money lost that would normally be rounded off. The virus program failed and dumped a huge amount of money in a few days sending up red flags.
